Key Responsibilities

• Evaluate Invitation for Bids (IFBs), Invitation to Bids (ITBs), Requests for Qualifications (RFQs), and Requests for Proposals (RFPs) to pinpoint promising project opportunities.
• Develop precise, efficient cost estimates for public civil projects, ensuring competitiveness in the bidding landscape.
• Establish and maintain strong relationships with subcontractors and vendors to secure the best pricing available.
• Collaborate with the internal business development and marketing teams to strategize and streamline pursuit efforts effectively.
• Participate in pre-bid meetings, submit Requests for Information (RFIs), and engage directly with clients and municipalities throughout the bidding process.
• Leverage InEight software to prepare and formalize comprehensive proposals.
• Work alongside operations teams to validate production rates and sequencing assumptions for project execution.
• Lead internal meetings to ensure smooth transitions of awarded projects to the operations team.
• Review past bid outcomes to enhance and refine future estimating strategies.

Qualifications

• 3-10+ years of public civil estimating experience, with a focus on prime contracts and various public infrastructure scopes, including utilities, highways, stormwater, and site work.
• Comprehensive understanding of the public bidding process, with a proven history of accurate pricing and successful project acquisitions.
• Expertise in costing, quantity takeoffs, vendor and subcontractor engagement, and proposal development.
• Proficient in estimating software such as InEight, HeavyBid, HCSS, or similar applications.
• Exceptional attention to detail, with a strong ability to meet deadlines and work collaboratively in a team environment.
• Preference for candidates based in the DMV area, though remote applicants with strong qualifications are welcome.
