This position offers a blend of collaborative in-person work and independent tasks, structured as a hybrid role based at the Holston Army Ammunition Plant (HSAAP) in Kingsport, TN. While you’ll split your time between onsite and remote work, potential remote flexibility may be considered based on certain factors determined by the business.
The Role:
Take charge of moderately complex to complex proposals, contracts, and business agreements. Your responsibilities will include analyzing solicitations, preparing detailed summaries with a focus on financial and business risks, participating in proposal team meetings, drafting terms & conditions, reviewing technical and pricing submissions for accuracy, and ensuring compliance with company policies before submitting to customers.
Build and maintain strong, reliable relationships with both internal and external customers.
Conduct thorough analyses of solicitations to ensure optimal presentation of bids/proposals, facilitating the best chances of contract awards while minimizing risks. You will also support independent proposal reviews, including Red Teams and Phase Reviews, and may take part in the assessment during the Phase Review Process.
Design and implement negotiation strategies that align with financial objectives, perform business risk assessments, and propose mitigation plans. You will also negotiate contracts that require a high level of expertise and finalize proposals within delegated thresholds.
Create contract summaries and report on contract activities, ensuring management has access to up-to-date and accurate information alongside recommendations for any necessary actions or decisions.
Regularly interface with senior management to provide counsel on contractual and business matters while developing and nurturing dependable relationships across various departments.

Required Education, Experience, & Skills
A Bachelor’s degree with a minimum of 6 years of relevant experience is essential.
You should have a robust background in major defense acquisition and commercial contracting.
Highly developed critical thinking and communication skills are vital, enabling you to influence and achieve favorable business outcomes.
Exemplary communication, presentation, and leadership abilities are crucial for thriving in a complex cross-functional business landscape.
Your writing skills must be exceptional, allowing you to create clear and concise reports, correspondence, and policies/procedures.
A proven ability to manage and initiate change, both organizationally and contractually, is important.
Functional knowledge of FAR/DFARS and familiarity with commercial contracting methods and government regulations is required.
You should have experience dealing with complex contracts and expertise in proposal preparation and execution.
An ability to interact professionally across all organizational levels is essential.
Competence in reading, analyzing, and interpreting a variety of complex documents, including business periodicals and government regulations, is needed.
You are expected to possess strong business acumen coupled with experience in risk management.

Pay Information
The salary range for this full-time position is between $81,336 and $138,271. This range reflects our market pay structures; however, actual compensation may vary based on business considerations, local market conditions, and internal equity, alongside the candidate’s qualifications, including skills, education, and experience.
