    Job Description

    The deadline for submitting RTRs, Skills Tables, and Resumes is the end of the day on 5/20. This remote position may occasionally require the contractor to work on-site at BHSR’s headquarters in Harrisburg, PA. While local candidates are preferred, this is not a strict requirement.

    Objectives of Engagement

    We are seeking a dedicated individual to provide essential support to the Bureau, specifically in the implementation of the PAVRMS (Post-Attendance Virtual Reporting Management System). This role encompasses a variety of responsibilities aimed at enhancing adult virtual training methodologies, understanding business requirements and workflows, as well as offering end-user support post-implementation.

    The chosen contractor will play a vital role in onboarding for Phase 2 (Death Module) of the PAVRMS, utilizing insights gained from Phase 1 (Birth Module). This will involve collaboration with the Business Workflow Unit, Project Manager, vendors, and various external stakeholders. The onboarding team will be responsible for identifying external stakeholders and providing them with necessary virtual training, account setup, and ongoing support following deployment.

    Key activities include:

    • Collaborating with program subject matter experts (SMEs) to maintain a thorough understanding of PAVRMS functionalities.
    • Documenting business requirements and workflows for the creation of training strategies.
    • Developing and delivering comprehensive training plans—both virtual and in-person.
    • Keeping thorough training records using the Commonwealth’s TRAIN PA system.
    • Offering post-deployment support, including troubleshooting account issues and managing password inquiries.

    General Responsibilities

    The contractor will perform the following tasks:

    • Assist in analyzing and managing facility setups within the PAVRMS.
    • Maintain accurate training records for external stakeholders such as facility administrators, hospital personnel, funeral home staff, coroners, medical examiners, and nursing home representatives.
    • Oversee the management and execution of training curricula, ensuring vendor-provided materials are reviewed and utilized effectively.
    • Facilitate virtual and in-person training sessions, tailoring plans and procedures to meet stakeholder needs.
    • Collaborate with the Business Workflow Unit to confirm that PAVRMS functionality meets established business requirements and training documentation.
    • Identify and report any defects in the application, escalating concerns to the onboarding team lead or Business Workflow Manager as necessary.
    • Provide ongoing technical support to end-users after system deployment.

    Operational Requirements

    The contractor must adhere to the following operational expectations:

    • Complete a weekly timesheet in PeopleFluent/VectorVMS by close of business each Friday.
    • Submit personal status reports weekly via SharePoint by the end of the day on Friday.
    • Schedule and conduct training status meetings with the Assistant State Registrar, Business Workflow Manager, Program Manager, and Division Directors as needed.

    Skills and Experience Requirements

    Candidates should possess a minimum of four years of experience in the information technology sector, emphasizing business analysis, adult training development, and end-user support to fulfill the outlined goals. Ideal applicants will have strong proficiency in Microsoft Office, excellent interpersonal capabilities, and effective verbal and written communication skills, alongside a proven track record of successful training development and delivery.
